Joe Keeley has a unique combination of legal experiences:
Joe is the only attorney to have served as the Chief Intellectual Property Counsel of both the U.S. House of Representatives (2013-2018) and the U.S. Senate (2019-2020)
Joe was the Chief Counsel of the Senate Budget Committee during the 2021 and 2022 budget reconciliation process that produced the American Rescue Plan Act of 2021 and the Inflation Reduction Act of 2022
Joe was the General Counsel of the Senate Judiciary Committee during 2019 and 2020
Joe’s experiences in both Congressional bodies gives him an unprecedented knowledge of how legislation moves through Congress.
In the intellectual property policy area, Joe was responsible for most IP legislation over the past decade including the Music Modernization Act, the CASE Act, the Trademark Modernization Act, a provision to create a felony penalty for illegal streaming, the Unlocking Consumer Choice and Wireless Competition Act, and the Family Movie Act.
Joe’s one year post-employment lobbying restrictions expired on April 23, 2024. Joe has a top secret security clearance and is a member of the DC and Virginia Bars.
